26 kes buang bayi dilaporkan suku pertama 2014 2014/06/19 

KUALA LUMPUR: Sebanyak 26 kes pembuangan bayi dilaporkan di seluruh negara pada suku pertama tahun ini, sidang Dewan Rakyat diberitahu hari ini. 

Timbalan Menteri Pembangunan, Wanita dan Masyarakat, Datuk Azizah Mohd Dun, berkata berdasarkan statistik Polis Diraja Malaysia (PDRM), Selangor mencatatkan kes tertinggi iaitu lima kes, diikuti Sabah empat kes dan Sarawak dan Negeri Sembilan masing-masing tiga kes.

Azizah menjawab soalan Datuk Ikmal Hisham Abdul Aziz (BN-Tanah Merah) di sini, hari ini yang bertanyakan statistik dan tindakan kerajaan untuk membendung isu berkenaan. 

Katanya, sejak 2011 hingga 2013, 46 wanita telah diambil tindakan kerana kesalahan membuang bayi. 

Bagaimanapun jenis tindakan dan golongan umur wanita tidak diberitahu dengan terperinci. 

Azizah yang juga Ahli Parlimen Beaufort berkata, buat masa ini kementerian masih tidak mempunyai statistik kes pembuangan bayi hasil hubungan antara wanita tempatan dan lelaki pendatang asing. 

"Bagi menangani isu pembuangan bayi, kementerian kini mempunyai tujuh program antaranya memperkenalkan Dasar dan Pelan Tindakan Pendidikan Kesihatan Reproduktif dan Sosial Kebangsaan pada 2009," katanya. 
Selain itu, katanya, Program Pendidikan Kesihatan Reproduksi dan Sosial (Pekerti) juga diperkenalkan pada 2012 sebagai aktiviti kokurikulum di sekolah dengan menyasarkan murid Tahun enam, pelajar Tingkatan tiga dan Pendidikan Khas. 

"Pada 2012, 2,376 pelajar daripada 33 buah sekolah mengikuti program ini. Projek ini terus dilaksanakan pada 2014 dengan mengadakan kursus Training for Trainers (TOT) pada September 2014 kepada tiga buah sekolah rendah, menengah dan pendidikan khas," katanya.

Artikel ini menceritakan tentang kes pembuangan bayi yang semakin meningkat saban hari. Lebih membimbangkan, kes ini melibatkan golongan remaja yang melakukannya. Isu ini telah menarik perhatian pelbagai pihak kerana kita sedia maklum ianya telah melanggar hak asasi manusia. Dalam artikel 3 Universal Declaration of Human Rights, semua manusia adalah layak untuk hidup tetapi dalam isu ini, bayi yang tidak berdosa telah dibunuh begitu sahaja. Selain itu dalam artikel 5 UDHR pula menceritakan mengenai tiada sesiapa pun boleh dikenakan seksaan atau kekejaman. Dalam isu ini, pembuangan bayi banyak dibuang ditempat tempat yang tidak sepatutnya. Perbuatan ini dianggap tidak berhati perut, kejam dan menyeksakan bayi yang baru ingin melihat dunia.

Lagu ini menceritakan tentang seoarang anak yang kehilangan ibubapanya akibat peperangan yang berlaku. Kedua dua ibu bapanya telah terkorban akibat dibunuh oleh orang yang tidak berhati perut. Hak anak tersebut untuk mendapatkan kasih sayang, hak ibu bapa untuk terus hidup telah dirampas oleh oleh orang yang tidak bertanggungjwab.Hal ini telah melanggar hak kebebasan asasi mangsa.

KUIZ 1 (COLLATERAL MURDER)

According to Rhoda E.Howard, human rights are rights that one holds merely by virtue of being human being. Basically , human rights are individual rights. The right to treatment as an equal means the right to be treated with the same degree of concern and respect as anyone else. Deprived only under very limited and prescribed conditions.For example criminal conviction or necessities of state power in warfare.
Article 1 Universal Declaration of Human Rights 1948 (UNDHR)  proclaims that:
    “All human beings are born free and equal in dignity and rights”
The ideas of human rights has passed through three generations.
1.      The first generations : Mostly negative civil and political right introduces in 17th -18th century.
2.      The second generations : consist in the essentially  positive economic, social and cultural right
3.      The third generations: primarily collective rights which are foreshadowed in Art.28 of the Universal Declaration of Human Rights which consist of right to social and economic evelopment, right to participate in and benefit from the resources of earth and space, scientific amd technical information, the right to healthy environment , peace and humanitarian disaster relief.

Collateral Murder                                                                    

1. Freedom of Information & Media
                                i.            Reuters has been trying to obtain the video through the Freedom of Information Act, without success since the time of the attack. The video, shot from an Apache helicopter gun-sight, clearly shows the unprovoked slaying of a wounded Reuters employee and his rescuers.
                              ii.            Two young children involved in the rescue were also seriously wounded.
                            iii.            This show their right have been deniable.
                            iv.            All the victims that involved in the battle cannot be know  until now. Their family must know the actual accident that happened to the victims.
-In Article 19 (UNDHR) , everyone has the right to freedom of opinion and expression, this right includes freedom to hold opinions without interference and to seek , receive and impart information and ideas through any media and regardless of frontiers
But.
- WikiLeaks has released a classified US military video depicting the indiscriminate slaying of over a dozen people in the Iraqi suburb of New Baghdad including two Reuters news staff.
WikiLeaks obtained this video as well as supporting documents from a number of military whistleblowers.
-WikiLeaks goes to great lengths to verify the authenticity of the information it receives.
-They have analyzed the information about this incident from a variety of source material.
-They have spoken to witnesses and journalists directly involved in the incident.
                                                                                                       
2. False information.
        i.            US military claimed that the victims died in the battle as Anti Iraqi Forces.
      ii.            The official statement on this incident initially listed all adults as insurgents and claimed the US military did not know how the deaths occurred and stated that they did not know how the children were injured.
    iii.            In real, It shows Reuters journalist Namir Nor-Eldeen , driver Saeed Chmagh, and several others as the Apache shoots and kills them in a public square in Eastern Baghdad.
    iv.            -Their camera was mistaken for a weapon.

 3. Laws of war
        i.            In any war, childrens and publics cannot be involved. But in this Iraq war, two children woulden and men appear to have been armed.
      ii.            According to Article 5 in Universal Declaration of Human Right (UNDHR), proclaims thats no one shall be subjected to torture or to cruel, in human or degrading treatment or punishment.
    iii.            Battle of the state can only apply if attacked only. Refer to this case, Iraq do not attacked the US
    iv.            War can only happen to a country that has a military only.
      v.            The war cannot destroy public facilities such as mosque, school and hospital. But in this war, the US Military has fired many public facilities and kills peoples.

4. Right of Treatment
            i.            Right of treatment for victims affected because the public facilities such as hospital were destroyed.
          ii.            The victims have the right to get the treatment from hospital but US Military continous attack the public without sympathy so that treatment cannot be supply to the victims.
        iii.            Having regard to article 5 of the Universal Declaration of Human Rights and article 7 of the International Covenant on Civil and Political Rights, both of which provide that no one may be subjected to torture or to cruel, inhuman or degrading treatment or punishment.

5. War Victims
          i.            Right of victims to life according to Article 3 ,Universal Declaration of Human Right (UDHR) which is everyone has the right to life, liberty and security of person. For example, two reuters news employees died which is Saeed Chmash and Namir Noor Eldeen without valid evindence.
        ii.            Victims also have their right to move in their country but this war will make them afraid. The movement of the people of Iraq controlled and continuously monitored by the armies of the United States of airplanes that hover in the air space of Iraq.Refer to Article 3 in Universal Declaration of Human Right:
(
1) Everyone has the right to freedom of movement and residence within the borders of each state.
(2) Everyone has the right to leave any country, including his own, and to return to his country.
iii.   The Iraqi people are not being treated properly and fairly. They are discriminated against      because they are muslim and treated as rebels tried to attack and create insecurity in fact they        are just ordinary people who do not have any weapons and should be protected.

-“ Everyone is entitled to all the rights and freedoms set forth in this Declaration, without distinction of any kind, such as race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth or other status. Furthermore, no distinction shall be made on the basis of the political, jurisdictional or international status of the country or territory to which a person belongs, whether it be independent, trust, non-self-governing or under any other limitation of sovereignty.”
